On June 30, 2025, the Government of Karnataka released the draft Karnataka Platform-Based Gig Workers (Social Security and Welfare) Rules, 2025 (“Draft Karnataka Platform-Based Gig Workers Rules, 2025”). The Draft Karnataka Platform-Based Gig Workers Rules, 2025 provide for the establishment of a welfare board with structured governance processes, including quarterly meetings, reporting mechanisms, and financial accountability measures. Aggregators are required to register on the designated portal, submit quarterly gig worker data, and self-declare welfare fees ranging from 1% to 5% of payouts. Additionally, they must upload details of gig workers—including name, contact, city, and UAN—for workers engaged for at least 90 days and who have completed at least one gig. Aggregators must also establish an internal dispute resolution committee, publish grievance redressal procedures, and disclose information related to insurance, sexual harassment policies, payment delays, and deactivation rules.
