In his book “Beyond Management”, Dr. Pareek postulated, while tracing the history of management and differentiating it from Institution Building, the following: Administration was replaced by Management. Management should be replaced by Institution building. Administration has been concerned with the successful maintenance of an organization and its running according to laid down rules and regulations. Management brought in a changed emphasis and is primarily concerned with efficiency, i.e., accomplishing tasks with minimum resources. In recent years, in addition to concern for efficiency, organizations are striving for two other aspects: continued growth and development (self-renewal) and creating a larger impact on a segment of the society or the entire society. For public systems, the importance of both these aspects is too obvious.
The first edition of the book had 13 chapters, the second edition had 36, and the last one expanded to have 43. The book intends to help transform organizations into institutions....
